State of play

On 5 April 2022, the European Commission published a legislative proposal that would repeal and replace the 2014 Regulation on fluorinated greenhouse gases (F-Gas). The new proposal would significantly tighten the HFC phase-down schedule and extend it to 2048. Moreover, new product bans are proposed that would effectively end the use of the most common HFCs and HFOs in most applications before 2030.

The Parliament adopted its negotiating position on 30 March 2023; the Council on 5 April. The trilogues have been ongoing since April. An agreement has not yet been found and the negotiations will continue after the summer recess.
