State of play

On 5 April 2022, the European Commission published a legislative proposal that would repeal and replace the 2014 Regulation on fluorinated greenhouse gases (F-Gas). The new proposal would significantly tighten the HFC phase-down schedule and extend it to 2048. Moreover, new product bans are proposed that would effectively end the use of HFCs and HFOs in most applications before 2030.

The proposal is with Council and Parliament for co-decision. In the Parliament, the ITRE and ENVI draft opinion and amendments were published in October and November 2022. The formal votes are scheduled for Q2 2023. The Council published a progress report on the discussions in the ENV configuration on 8 December 2022. The trilogues are expected to start in the second half of 2023.
