The European Commission adopted and published on 15 December 2021 a proposal for a recast Energy Performance of Buildings Directive (EPBD). The EPBD recast proposal aims to speed up the decarbonisation of the building stock by setting higher performance standards for new buildings and increasing renovation rates through EU-wide minimum energy performance standards (MEPS) for existing buildings. It includes focus on lifecycle greenhouse gas (GHG) emissions and the phaseout of fossil fuels.
The proposal is with the Council and Parliament. The Council adopted its general approach in October 2022. The Council’s position is less ambitious than the Commission proposal and would keep significant flexibility for Member States. In the European Parliament, the process was delayed. The ITRE committee report has not yet been adopted – this expected to follow soon. Final adoption and publication of the recast EPBD is expected in 2023.
