GEN – 766.00. The brochure of “Good Practices in Energy Efficiency”, which presents examples of good practice from policy implementation, technology development and investment in energy efficiency across different sectors and throughout all 28 Member States. The updated report on the EU’s Ecodesign and Energy Labelling requirements provides for an evaluation and energy saving estimates realised by the implementing regulations.

Good Practices in Energy Efficiency

In support of its Clean Energy Package released on 30 November 2016, the Commission has published a 48-page brochure which presents examples of good practice from policy implementation, technology development and investment in energy efficiency across different sectors and throughout all 28 Member States.
The brochure relies on various European projects that it summarises under six headings. Regarding buildings, the publication, among other, confirms that building refurbishment has the biggest available energy saving potential in Europe and that increased energy efficiency in buildings can have positive impacts also with respect to public health and safety by improving indoor climate.
On the EU BuildUp website five preparatory documents can be accessed that provided the input for the revision of Directive 2012/27/EU on Energy Efficiency.

Updated reports on ecodesign and energy labelling

On 4 April, the Commission has issued on its website an updated report that track the progress of an ongoing study of the impact of these requirements. The report presents the energy savings expected by 2020 and 2030 as a result of switching to energy efficient products, as well as the resultant decrease in greenhouse gas emissions.

The overall website provides access to three subjects. Of these the impact accounting reports are the most interesting. The impact accounting reports study presents the updated results of a comprehensive accounting of the impacts of ecodesign and energy labelling measures on energy consumption, socio-economic impacts, jobs, industrial competitiveness and technology development, over the period 1990-2050.

Recommended Action

Out of the set of these documents we recommend that the members read first the “annex-overview report” and second the overall “status report” of the “Impact accounting report”.  It deals with heating, cooling refrigeration products covered by Ecodesign and provides an insight in market developments and projections up to 2050 by the author, VHK. Many of the assessment studies on which this report is based can be found on the VHK website.

The Product Groups are recommended to consider the chapters relevant to them during their next meetings, in particular the annex and the status report. The two other annexes on the material input and ecoreporting can be used for reference.
