GEN – 1216.00. EU DG Energy has asked a team of consultants from Trinomics, Guidehouse, Öko-Institut and Ricardo to provide support to the impact assessment and the stakeholder consultation process on the review of the EPBD. A series of workshops will be hosted from 31 March 2021 onwards.

Background to the review of the EPBD

As announced in the European Green Deal, the Commission adopted on 14 October 2020 a strategic Communication on the Renovation Wave for Europe.  It contains an action plan with specific regulatory, financing and enabling measures for the years to come and pursues the aim to at least double the annual energy renovation rate of buildings by 2030 and to foster deep renovations.

As announced in the Renovation Wave communication, this goal requires a revision of the relevant EU legal act, the Directive 2010/31/EU (EPBD) that has already been supplemented with amendment via Directive 2018/844 that request Member States to develop long-term renovation strategies.  

The review is accompanied by a roadmap that aims to gather, between 23 February and 22 March 2021 views on the Inception Impact Assessment. By 13 March feedback from eight sources figured on the Commission ‘Have your say’ website.

Workshops

EU DG ENER is inviting stakeholders to participate in a series of 5 stakeholder workshops. These are organised by a team of consultants from Trinomics, Guidehouse, Öko-Institut and Ricardo, that the Commission has selected to provide support to the impact assessment and the stakeholder consultation process.

The dates for three of the five stakeholder workshops (9:00-12:00h) have been announced:

  • Workshop 1 (2021-03-31): Setting a vision for buildings and a decarbonised buildings stock
  • Workshop 2 (2021-04-15): Minimum energy performance standards for existing buildings
  • Workshop 3 (2021-04-29): Strengthening buildings information tools (with focus on EPC)
