Proposal amending Energy Performance of Buildings Directive (EPBD) (GEN – 756.00)

GEN – 756.00. The impression is that both institutions would not favour additional European requirements in the field of buildings. This is motivated by the current political climate with many Member States questioning the European requirements and obligations in many areas.

European Parliament

The Committee for Industry, Research and Energy (ITRE), which is responsible for the file (2016/0375 C0D), discussed the proposal on 28 February. The main points discussed during the meeting are:

  • According to the rapporteur Bendt Bendtsen the obligation to do another Energy Performance Certificate (EPC) after the renovation will be costly and may discourage small renovations.
  • ICT building: The rapporteur agrees with the proposal to have alternatives to regular inspections and welcomes the smartness indicator.
  • Issue of qualification and skills
  • Member States long-term renovation strategies are welcomed.

The objective is that the rapporteur Bendt Bendtsen would be presented on 29 May 2017 in ITRE.


The Energy Council discussed all legislative proposals included in the Clean energy package on 27 February. The main comments on the EPBD review are:

  • Need to consider Member States specific particularities
  • Obligations on long term renovation strategies are too demanding and unclear, in particular about the decarbonisation of the building stock by 2050.
  • Importance of energy efficiency in heating and cooling
  • Agreement with the Presidency decision to prioritise EPBD and the Energy Efficiency Directive in the negotiations.
