Price evolutions refrigerants and French carbon tax (GEN – 1057.00)

GEN – 1057.00. On behalf of the European Commission (DG CLIMA), Öko-Recherche is, monitoring of the refrigerant prices. The Q1/2019 report was shared with GEN – 1043.00. The year 2021 will see the third step in the phase-down. 2021 will also see the introduction of a carbon tax in France.

Phase down steps

Under the F-Gas Regulation the phase down, compared to the reference period for the total maximum quantity to be placed on the market is defined in 7 steps.

In 2017, the prices of refrigerants have been subject to increases in advance of the important 30% phase down. 2020 is the year before the next important phase down period that enters into force on 1 January 2021.

It is not possible to forecast how the market will behave. The price monitoring by Öko-Recherche on behalf of the European Commission provides for information.

Carbon tax in France

1 January 2021 will see the introduction of a carbon tax in France. This tax will start at 15 EUR/t.e.Q. CO2 in 2021 and will be 30 EUR/t.e.Q. CO2 from 2025 onwards.

Reminder: 1 January 2020 prohibition to place certain products on the market

As a reminder we mention that the following prohibitions enter into force on 1 January 2020, within 3 months from now:

  • Refrigerators and freezers for commercial use (hermetically sealed equipment) that contain HFCs with GWP of 2.500 or more
  • Stationary refrigeration equipment that contains, or whose functioning relies upon, HFCs with GWP of 2.500 or more, except equipment intended for application designed to cool products to temperatures below -50 °C
  • Movable room air conditioning equipment (hermetically sealed equipment which is movable between rooms by the end user) that contain HFCs with GWP of 150 or more

Note on Brexit

The most recent UK guidance relating to F-Gases dates from 7 August 2019.The EU implementing regulations dealing with a possible Brexit and how this would influence the quota allocation were published in 2018.

Recommended Actions

Manufacturers and others using HFC are recommended to take note of the next implementation steps.
