GEN – 1167.00. On a monthly basis, the Eurovent Team compiles a global overview of the latest developments concerning new standardisation activities and technical regulations of relevance for the HVACR industry. Our Notifications allow members to be prepared for developments that can have an impact on them and their products.
Standardisation
The application of the Directive 2015/1535/EU (previously Directive 98/34/EC) has also been extended to new standardisation work undertaken by National Standards Bodies (AENOR, AFNOR, DIN, UNI, etc.) at national level. These notifications are registered centrally by the CEN Management Centre. A ‘Monthly Notifications Register’ is circulated in English to CEN Members and the European Commission. The National Standard Body provides the relevant associations with a copy of these updates.

Scope: The standard defines the elements for the assessment and validation of learning outcomes as well as the ethical aspects applicable to the knowledge, ability autonomy and responsibility of the professional profiles in the ICT field defined in UNI EN 16234-1. The document defines the certification procedures against the UNI 11621 multi-part standard.

Title: Unregulated professional activities – ICT professional role profiles – Part 1: Methodology for the construction of professional role profiles based on the e-CF system
Scope: The standard defines the construction of ICT role professional profiles based on the e-CF system (UNI EN 16234-1), second and third generation profiles, in order to ease up and harmonise their use in various operational contexts which may differ with regards to technology and application aspects. The standard takes as a main reference what defined in the CWA 16458:2018, UNI EN 16234-1:2020 contextualising to the national market.

Title: Unregulated professional activities – ICT professional role profiles – Part 2: ‘Second generation’ role professional profiles
Scope: The standard defines the main second generation European ICT role professional profiles, taking what is already defined in the CWA 16458:2018 updated with reference to UNI EN16234-1:2020 as a reference model to be expanded and contextualised to the national environment.
Technical Regulations
The 2015/1535/EU Directive compels the Member States to notify to the Commission and to each other all the draft technical regulations concerning products. The aim of this procedure is to avoid creation of unjustified barriers between Member States. Sometimes, these notifications appear quite late within the database. These regulations may be found under: https://ec.europa.eu/growth/tools-databases/tris/en/
Interested parties (companies, associations, individuals) can send their comments directly to the European Commission, DG Growth, unit B2 ‘Prevention of technical barriers’. This should happen within 4 weeks of the publication of the notification so that DG Grow can study the issue and decide on action. The mail should be addressed to Mr Casella Giuseppe, Head of Unit).

The Commission and Member States have three months to introduce comments or detailed opinions.
Detailed opinions extend the status quo period by three months and oblige the issuing Member State to argue on their legislation and to explain the action that it intends to take in response to the detailed opinion.
In the case of comments, only a clarification on the interpretation of the notified text is required. The Member State concerned shall take comments into account as far as possible. The impact of comments is therefore limited.
It is to be noted that the Commission can block a draft for a period of 12-18 months if European Union harmonisation work is to be undertaken or is already underway in the same field.

On 28 August 2020, the French association Uniclima asked if it is possible for members to ask their national authorities to comment or to introduce detailed opinion on the notification 2020/410/F.
This Regulation introduces in France the Triman logo as a mandatory, unified signage for end-of-life products created from the French Decree No. 2014-15733 in order to harmonise the separate collection systems within France. The issue is that the Triman logo is a specific one for France, thus obliging manufacturers to adopt it when putting products on the French market.
The French authorities consider this approach in line, and complementary, to the European Waste Framework Directive and related directives such as on packaging, packaging waste and on single use plastics.
It should be pointed out that this notification ‘Does not open the delays’. Notwithstanding the contributions by stakeholders, and that this decree would be implemented in France without considering contributions by stakeholders, Member States or the Commission.

A detailed background may be found in the attached GEN – 1157.01 (overview by FIEEC, the French federation for the electric, electronic and communication industries) and GEN – 1157.02 (template for comments). By 7 September eleven stakeholders had posted contributions, most are based on GEN – 1157.02.
Of note is the guidebook already produced in 2014 (see Gen – 1157.03).
It should be pointed out that this notification ‘Does not open the delays’. It is therefore not possible to obtain a delay based on one or more detailed opinions of Member States and/or the Commission.
Increasing the number of contributions by stakeholders may result in an action by the Commission.
Though not really a notification or standard, it is useful to point out the Nordic criteria for Green Public Procurement (GPP)of alternatives to high GWP refrigerants in refrigeration, air conditioning and heat pump applications. While the publication counts 83 pages, the annexes may prove of interest.
Annex 1 lists product, category use, description HFC alternatives, references to Ecodesign, Energy Label, GPP, Energy GPP, Nordic suppliers of GPP products. The annex 2 – list the HFC alternatives by product groups based on web-searches.
