GEN – 846.00. On a monthly basis, the Eurovent Team compiles a global overview of the latest developments concerning new standardisation activities and technical regulations of relevance for the HVACR industry. Our Notifications allow members to be prepare for developments that can have an impact on them and their products.


The application of the 2015/1535/EU (previously Directive 98/34/EC Directive) has also been extended to new standardisation work undertaken by National Standard Bodies (AENOR, AFNOR, DIN, UNI, …) at national level. These notifications are registered centrally by the CEN Management Centre. A ‘Monthly Notifications Register’ is circulated in English to CEN Members and the European Commission. The National Standard Body generally provides the relevant associations with a copy of these updates.

The October 2017 ‘Monthly Notifications Register’ included the following issues of relevance:

Title: On site measurements – Heat generators – Part 1: Heat pumps/chillers
Scope: The standard defines the control of energy efficiency changes over time affecting heat pumps/chillers for heating and cooling systems.

Title: On site measurements – Heat generators – Part 1: Heat generators fed with liquid and/or gaseous fuels
Scope: This standard defines the procedures to perform the following on site measurements:

  • Measurement of the heat output of the heat generator
  • Sampling and analysis of the combustion products
  • Measurement of the temperature of the products of combustion and combustion air
  • Measurement of the concentrations of oxygen (O2) or carbon dioxide (CO2) and carbon monoxide (CO)
  • Measurement of the smoke index (only for generators fed with liquid fuels).
  • The standard also provides the rules for the calculation of the combustion efficiency

Title: Water treatment in winter and summer air conditioning systems, for production of domestic hot water and solar thermal systems
Scope: The purpose of this standard is the definition and determination of the chemical and chemical-physical characteristics of the water used in winter and summer air conditioning systems, for production of sanitary hot water with a maximum temperature of 180°C and in solar thermal systems for winter and summer air conditioning and for the production of sanitary hot water.

Title: On site measurements – Heat generators – Part 4: District heating and cooling plants
Scope: The standard describes procedures to be followed on site to measure the heat output and the inlet/outlet temperatures of the heat exchangers connected to district heating and cooling plants.

Title: Energy performance of buildings – Part 2: Evaluation of primary energy need and of system efficiencies for space heating, domestic hot water production, ventilation and lighting for non-residential buildings
Scope: The technical specification provides data and methods for evaluating: the energy need for hot water production, systems efficiencies and primary energy need for space heating and hot water production, primary energy need for ventilation, primary energy need for lighting of non-residential buildings. The technical specification applies to newly design systems, retrofitting or to existing systems – for heating only – mixed or combined heating and domestic hot water – for producing only hot water, for ventilation only systems, for combined ventilation and space heating systems, for lighting systems in non-residential buildings.

Title: Procedure for the regulatory inspection. Pressure equipment. Part 7: Specific requirements for transportable pressure vessels. Gas recharge centers
Scope: This standard describes the systematic action for the inspections planned under current regulation in order to specifically verify the safety of transportable pressure receptacles

Technical Regulations

The 2015/1535/EU Directive compels the Member States to notify to the Commission and to each other all the draft technical regulations concerning products. The aim of this procedure is to avoid creation of unjustified barriers between Member States. These regulations may be found under: http://ec.europa.eu/growth/tools-databases/tris/en/

Member States have three months to introduce comments or detailed opinions. Detailed opinions extend the status quo period by three months and oblige the issuing member state to argue on their legislation.

Recommended Actions

Manufacturers producing these products or active in these countries are recommended to check the contents of these proposals.

If necessary, the Eurovent Association can react or file a WTO complaint.
