Notifications: Standardisation – June/July 2017 (GEN – 808.00)

GEN – 808.00. On a monthly basis, the Eurovent Team compiles a global overview of the latest developments concerning new standardisation activities and technical regulations of relevance for the HVACR industry. Our Notifications allow members to be prepare for developments that can have an impact on them and their products.

Standardisation

The application of the 2015/1535/EU (previously Directive 98/34/EC Directive) has also been extended to new standardisation work undertaken by National Standard Bodies (AENOR, AFNOR, DIN, UNI, …) at national level. These notifications are registered centrally by the CEN Management Centre. A ‘Monthly Notifications Register’ is circulated in English to CEN Members and the European Commission. The National Standard Body generally provides the relevant associations with a copy of these updates.

Scope: The present Annex A of ÖNORM EN 15316-2 defines the national input data and parameter for the calculation of heating system energy requirements and heating system efficiencies according to ÖNORM EN 15316-2. These determinations shall be published as national annex in the EN standard.

Title: Risk Management for Organizations and Systems – Risk Management – Implementation of ISO 31000
Scope: This ÖNORM describes the generally applicable elements of a risk management system. The risk management process forms part of it. The actual form of the individual elements of the risk management system and the risk management process depends on the size of the organisation, its risk exposure, the complexity of the processes and the developments in its environment. It is recommended to specify and document the elements of the risk management system and the risk management process in such a way that they can be proven and verified in an objective way. Thereby, it is possible to determine whether an organisation has an appropriate risk management system. The risk management system may be integrated into existing management systems or introduced and implemented as a separate system.

Title: Risk Management for Organizations and Systems – Part 1: Guidelines for embedding the risk management in the management system – Implementation of ISO 31000
Scope: This ÖNORM describes the design of risk management within the management system. This may be the embedding in an existing management system (e.g. ÖNORM EN ISO 9001). Since not all organizations have formalized quality and management systems have the elements of the risk management system can be built independently, documented and implemented. In an integrated management system in which several subsystems such as quality management (according to ÖNORM EN ISO 9001), environmental management (according to ÖNORM EN ISO 14001), the occupational safety management (OHSAS 18001) or the IT security management (ISO/IEC 27001) are simultaneously present, for the benefit of users the compatibility and integration of risk management must be ensured and made easier. In complex organizations, some additional instruments are used.

This system is based on risk scenarios that may occur suddenly as a residual risk despite preventive measures, unexpected and with significant effects on the organization. The application of this ONR does not extend to the guidance and the operation of public emergency organizations such as fire brigade, police, military and emergency services. However, this should be taken into account in the assessment of emergency and crisis scenarios and in emergency and crisis planning for all organizations involved in emergency exercises.

Technical Regulations

The 2015/1535/EU Directive compels the Member States to notify to the Commission and to each other all the draft technical regulations concerning products. The aim of this procedure is to avoid creation of unjustified barriers between Member States. These regulations may be found under: http://ec.europa.eu/growth/tools-databases/tris/en/

Member States have three months to introduce comments or detailed opinions. Detailed opinions extend the status quo period by three months and oblige the issuing member state to argue on their legislation.
