GEN – 817.00. On a monthly basis, the Eurovent Team compiles a global overview of the latest developments concerning new standardisation activities and technical regulations of relevance for the HVACR industry. Our Notifications allow members to be prepare for developments that can have an impact on them and their products.

Standardisation

The application of the 2015/1535/EU (previously Directive 98/34/EC Directive) has also been extended to new standardisation work undertaken by National Standard Bodies (AENOR, AFNOR, DIN, UNI, …) at national level. These notifications are registered centrally by the CEN Management Centre. A ‘Monthly Notifications Register’ is circulated in English to CEN Members and the European Commission. The National Standard Body generally provides the relevant associations with a copy of these updates.

Title: Heat transfer fluids for solar thermal power plants with parabolic trough collector technology. Requirements and tests
Scope: This standard defines the test methods for determining the physicochemical properties of organic synthetic fluids used as heat transfer fluid (HTF) in solar thermal electric plants with parabolic trough collector technology, both new and having been in service, and the measurement techniques suitable for the determination of its characteristic parameters. This standard is applicable to solar thermal electric plants of any size that use concentration systems with parabolic trough collector technology, with the Sun being the main source of energy. Such plants may optionally have non-solar energy sources, such as natural gas or other renewable energies, and a thermal storage system.

Scope: This UNE standard provides definitions of performance parameters, their minimum requirements and the testing methods for reflectors (reflector panels, mirrors and/or mirror panels) to be used in concentrating solar systems for solar thermal electric (STE) plants (also concentrating solar power, CSP) and other types of concentrating solar technologies. Title: Workplace exposure. Determination of metals and metalloids in airborne particles. Atomic Spectrometry method.
Scope: This standard describes the procedure and equipment for the determination of metals and metalloids in the airborne particles at the workplace through the sampling on an appropriate collection substrate and their analysis by atomic spectrometry (AAS/F, ICP/OES or ICP/MS). The standard allows the determination of the health related fractions defined in UNE-EN 481 when the appropriate aerosol samplers were used. The procedure of measurement described can be used to carry out measurements to determine the occupational exposure concentration, measurements for comparison with limit values (occupational) to evaluate the exposition via inhalation and periodic measurements. It may also be used to carry out screening measurements of time weighted average concentration (see UNE-EN 482, 4.2) and screening measurements of variation of concentration in time and/or space (see UNE-EN 482, 4.3).

Title: Smart Cities. Requirements of interoperability for a Smart City Platform
Scope: The purpose of this Standard is: 1) Identify the capabilities that a city platform should have. 2) Structure these functionalities/capabilities in a congruent Layer Model. 3) Identify the components and modules needed to provide the required functionality to the city and place them in the Layer Model. 4) Define the requirements that these components must cover, at interoperability level, security, performance, availability, etc. 5) Obtain an indicator of quality of integral city platform through several metrics obtained in the transversal Platform. It is not the purpose of this document to define the specific communication protocols, the types of databases, the specific technical solutions of the components of the platform, nor the semantics associated with the exchange of Information, although there are some indications to allow the compatibility of applications and allow the operation and development of citizen services by entities other than developers of the platforms.

Scope: This standard specifies the requirements for the integration of the information of an intelligent building, as IoT node, with the city platform, according to the requirements of standard UNE 178104.

Technical Regulations

The 2015/1535/EU Directive compels the Member States to notify to the Commission and to each other all the draft technical regulations concerning products. The aim of this procedure is to avoid creation of unjustified barriers between Member States. These regulations may be found under: http://ec.europa.eu/growth/tools-databases/tris/en/

Member States have three months to introduce comments or detailed opinions. Detailed opinions extend the status quo period by three months and oblige the issuing member state to argue on their legislation.

Energy Conservation – Energy Labelling and Minimum Performance Standards for Registrable Goods)

  • Minimum Energy Performance Standards (MEPS) for motors set at IE3* (Premium Efficiency) class will be effective from 1 October 2018. Only motors that meet the prescribed MEPS requirements will be permitted to be sold in Singapore. MEPS for motors helps to prevent consumers from becoming locked into high energy consumption and costs over the lifespan of the motor.
  • The Energy Conservation (Registrable Goods) Order 2013, Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 and the Energy Conservation (Composition of Offences) Regulations 2013 will be amended to introduce MEPS for motors.
  • The energy performance of motors must be tested and reported in accordance with the IEC 60034-2-1 (Method 2-1-1b) or the IEEE 112 (Method B) test standards. Information on the IE efficiency class, year of manufacture, and nominal efficiency at 100%, 75%, and 50% rated loads must be displayed on the motor.

  • Proposed changes to the energy efficiency regulations for air conditioners are set out in Items One to Four below.

  • AS/NZS 3823.1.5:2015 Performance of electrical appliances – Air conditioners and heat pumps – Part 1.5: Non-ducted portable air-cooled air conditioners and air-to-air heat pumps having a single exhaust duct – Testing and rating for performance.
  • Note: the Standards AS/NZS 3823.4.1:2014 and AS/NZS 3823.4.2:2014 listed above are based on Parts 1 and 2 of ISO 16358:2013 Air-cooled air conditioners and air-to-air heat pumps — Testing and calculating methods for seasonal performance factors but they make use of local climate data. Amendments to these Standards were published in May 2017, to include more realistic operational hours.  The three Standards listed above will supplement the following test standards that apply under Australian regulation:
  • AS/NZS 3823.1.1:2012: Performance of electrical appliances – Air conditioners and heat pumps – Part 1.1: Non-ducted air conditioners and heat pumps – Testing and rating for performance (ISO 5151:2010, MOD).
  • AS/NZS 3823.1.2:2012: Performance of electrical appliances – Air conditioners and heat pumps – Test methods – Ducted air conditioners and air-to-air heat pumps – Testing and rating for performance (ISO 13253:2011, MOD).
  • AS/NZS 3823.1.3:2005: Performance of electrical appliances – Air conditioners and heat pumps – Part 1.3 – Water-source heat pumps – Water-to-air and brine-to air heat pumps – Testing and rating of performance (ISO 13253:2011, MOD).
  • AS/NZS 3823.1.4:2012 Performance of electrical appliances – Air conditioners and heat pumps – Part 1.4: Multiple split-system air conditioners and air-to-air heat pumps – Testing and rating for performance (ISO 13256-1, Ed.01 (1998) MOD).
  • These standards will also replace the following test standard that:
  • AS/NZS 3823.3:2002 Performance of electrical appliances – Air conditioners and heat pumps – Part 3: Calculation of performance for minimum energy performance standard (MEPS) requirements AS/NZS 3823.2:2013: Performance of electrical appliances – Air conditioners and heat pumps – Part 2: Energy labelling and minimum energy performance standards (MEPS) requirements.
  • Two: Adopt a Zoned Energy Rating Label to replace the existing Energy Rating Label, and report Seasonal Energy Efficiency Ratings.
  • Products up to 30kW capacity
  • Products currently required to display a label (i.e. single-phase non-ducted units, including double duct portable air conditioners) will need to display a Zoned Energy Rating Label in place of the existing Energy Rating Label.
  • Products currently not required to display a label
