GEN – 892.00. The Electric Magnetic Compatibility Directive 2014/30/EU (EMCD) replaces the previous EMCD 2004/108 EC and has been applicable since 20 April 2016. The European Commission has now published its updated guides. The guidelines consider the impact of the new Radio Equipment Directive 2014/53/EU (RED) that entered into force on 13 June 2017, for which a separate guide exists.

Aim of the EMCD

The EMC Directive limits electromagnetic emissions from equipment to ensure that, when used as intended, such equipment does not disturb radio and telecommunication as well as other equipment. The Directive also governs the immunity of such equipment to interference and seeks to ensure that this equipment is not disturbed by radio emissions, when used as intended.

Contents of the guide

The guides are an interpretation of the Directives based on explanations and clarifications that have been reached by consensus amongst Member States and stakeholders. As usual all Commission Guides should be read in conjunction with the “Blue Guide”.

The guide (67 pages) is divided in seven chapters:

  • Scope: allows economic operators to quickly decide whether their equipment falls under the scope of the EMCD and if so, if it is apparatus or a fixed installation
  • Essential requirements
  • Obligations of economic operators
  • Conformity assessment procedure for apparatus: gives information including: the steps of an EMC assessment; information and documentation requirements; EU Declaration of Conformity and CE marking
  • Procedures for fixed installations: on the relevant requirements and documentation needed for fixed installations, including the use of apparatus specifically for incorporation into a fixed installation
  • Market surveillance: relates to the duties of the national authorities ensuring only compliant apparatus circulates in the Union
  • Notified Bodies: their role the treatment of complaints

Recommended actions

Up to now few problems have been encountered with the implementation of the EMCD.

Eurovent members are recommended to take note of both the EMCD and RED guides as these may prove useful when dealing with EMCD issues.
