GEN – 1220.00. In cooperation with Orgalim, the Eurovent Team regularly provides you with an in-depth overview on all European legislative developments of relevance for the HVACR sector. The Bulletin provides for a hands-on compendium allowing the industry to assess the status quo and expected future developments. In addition to recent sector specific issues, our Team has summarised some of the key takeaways within this article.


The issues listed below are sometimes subject to postponements due to the COVID-19 outbreak.

Regulation on market surveillance and compliance – guidance

A guidance document on the practical implementation of Article 4 related to the (tasks of economic operators was published on 5 March. The Article 4 will become applicable on 16 July 2021. The goal is to ensure that there is an economic operated established in the EU as contact point for market surveillance authorities (MSA). The economic operator is responsible for ensuring that the compliance documents, declaration of conformity and technical documentation are made available on request. The guidance document gives an overview of the different type of economic operators and their tasks.

Blue guide

A revised Blue Guide is expected to be published by the end of July 2021.

European Trade Policy – new trade strategy

The proposed open, sustainable and assertive EU trade strategy is putting sustainability at the heart of its new trade strategy, supporting the transformation of its economy to a climate-neutral one. The strategy includes a series of headline actions which focus on delivering stronger global trading rules and contributing to the EU’s economic recovery.

The strategy prioritises a major reform of the World Trade Organisation, including global commitments on trade and climate, new rules for digital trade, reinforced rules to tackle competitive distortions, and restoring its system for binding dispute settlement.

Ecodesign Working plan 2020-2024

The study on the Ecodesign and Energy Labelling Working Plan 2020-2024, which will guide the European Commission’s work on individual product categories for the next years, is prolonged in 2021 and tentatively expected to be finalised at the end of April 2021.

JRC revision of the Methodology for the Ecodesign of Energy Related Products (MEErP)

Due to slow progress the next stakeholder meeting is postponed to June 2021, with no definite date and time yet.
