European Roadmaps and Consultations (GEN – 1164.00)

GEN – 1164.00. The European Consultations start with a ‘Roadmap/Inception Impact Assessment’ followed by a ‘Public consultation’. The Roadmap looks for general comments of the interested persons and stakeholders. The Consultation is the second phase and consists of detailed questionnaires. The industry benefits from responding to these Consultations.

Eurovent input to recent Roadmaps and Consultations

Up to now, and at the request of Product Groups, a Task Force was set up to accompany the review of the F-Gas Regulation. The Eurovent Product Group ‘Commercial Refrigeration Equipment’ (PG-RDC) provided elements to develop an input for the Farm to Fork Strategy.

Providing input at these early stages is important for the industry because the inputs co-define the boundaries for the development of legislation.

To ensure that the HVACR industry is heard at the European level, the Eurovent Secretariat has contributed over the past months to the following Roadmaps/Inception Impact Assessments:

  • Revision of the Renewable Energy Directive 2018/2001/EU
  • Review of the energy efficiency directive 2012/27/EU
  • Review of the EU rules on fluorinated greenhouse gases (F-Gas)
  • Environmental claims based in environmental footprint methods
  • Renovation wave initiative for the building sector
  • Strategy for smart sector integration
  • Farm to Fork strategy

And the following Public Consultations:

  • New consumer agenda
  • Renovation wave
  • European strategy for data
  • European climate pact
  • 2030 climate target plan

Most of these Consultations have been announced in GENeral Documents (GENs). The Eurovent Secretariat ensures the input in the interest of the HVACR industry.

Upcoming Consultations

At present, there are 1.753 Consultations by the European Commission on the revision of existing and ideas for new legislation. Of these, the following are relevant to the HVACR industry:

Draft Act: Energy Efficiency – Updating Ecodesign and Energy Labelling rules

Consultation Ozone Layer Protection

Public Consultation: Environmental Performance of Products & Businesses – Substantiating Claims

Public Consultation: Environmental performance of products & businesses – substantiating claims

Public Consultation: Construction Products – Review of EU rules

Public Consultation: F-Gas

Public Consultation: Reducing packaging waste

Public Consultation: Electromagnetic Compatibility – Evaluation of EU rules

Public Consultation: Energy Efficiency Directive

Public Consultation: Renewable Energy Directive

Recommended actions

Where appropriate, Eurovent sets up Task Forces to prepare input to Roadmaps and Consultations. As it may not always be possible to agree on a common input, the Member Associations and manufacturers are recommended to respond to these roadmaps and consultations as well.

The overall view is that these inputs should go in the same directions and therefore strengthen the input provided by the Eurovent Secretariat.
