GEN – 1145.00. The European Commission has just circulated the draft minutes of the meeting on reparability (5 July 2019) and on the omnibus amendments (4 June 2020). Elements of the former meetings appear in the study for the Working Plan 2020-2024. The Eurovent Product Group ‘Commercial refrigeration Equipment’ (PG-RDC) has already commented on the latter one.

Consultation Forum meeting on a scoring system for reparability and other resource efficiency aspects

This meeting took place on 5 July 2019 and the European Commission invited comments by 2 September 2020. Eurovent has already provided its summary of this meeting in GEN – 1041.00.

At this moment, it is worthwhile to point out that the ideas presented during this meeting have been included in the scope of the study of the Working Plan 2020-2024.

Meanwhile, the Technical Report TR45550 related to material efficiency and the related EN 45552 to EN 45559 have been published. These deal respectively with assessment of durability, ability to remanufacture, ability to repair, reuse and upgrade, recyclability, reused components, recycled content, raw materials and information requirements. It is very likely that elements from these standards, in addition to Life Cycle Assessments methods may appear in the revised Methodology for Ecodesign of Energy related Products (MEErP). The revision of the MEErP will be carried out by the Commission Joint Research Centre (JRC) in Seville and its project website should be available in September.

Consultation Forum meeting on the omnibus amendments

This meeting took place online on 4 June 2020 and the European Commission invited comments by 2 September 2020. Eurovent has already provided a summary of this meeting in GEN – 1121.00.

The Regulations 2019/2018 and 2019/2024 on refrigerated appliances with a direct sales function were the only ones that concern Eurovent. The Eurovent Product Group ‘Commercial Refrigeration Equipment’ has, after discussion, provided its views and comments in a Position Paper on 29 June 2020.

Other elements of note from the latest Commission communication

The preparatory study on refrigerated containers held a first stakeholder meeting in March and a second one is to follow in October. As such, these containers are outside the scope of Eurovent. Interested members can check the project website and comment on the Task 1 and 2 reports by 23 September.

In its Communication, the European Commission (DG ENER) also referred to the public consultation on the Inception Impact Assessment (IIA) as well as the related Open Public Consultation (OPC) launched by DG Justice and Consumers (Unit E1 Consumer Policy) under the title ‘Empowering the consumer for the green transition’.

Members may note that more and more DGs are getting involved in preparing legislation that could have an impact on products within the scope of Eurovent. The number of public consultations is currently running at a high level. Where possible, Eurovent will participate. Members are invited to provide feedback to the Eurovent Secretariat, which will be incorporated into the common position.

Recommended actions

The main recommendation is to take note of the standards that have been developed regarding material efficiency in view of the revised Ecodesign methodology and the implementation of these standards in a still to be launched ‘Sustainable Products Policy Initiative’.

Members that have input to any of the ongoing consultations are invited to share it with the Eurovent Secretariat (secretariat@eurovent.eu) for incorporation into shared positions.
