COVID-19: EU response (GEN – 1106.00)

GEN – 1106.00. The COVID-19 crisis is impacting the European Commission Work Programme for 2020. The draft Recovery Strategy will focus initiatives that will contribute to overcoming the crisis. This draft would integrate aspects of the Green Deal, digitisation and the initial lessons learned from the crisis.

List of Member State measures approved by the Commission

Since 3 April, the European Commission is publishing updates on the measures by the Member States that have been adopted to support the national economies. These measures are classified either under the Treaty on the Functioning of the European Union (article 107.2) or new Temporary State Aid Framework.

By 9 April, 38 measures have been listed. One can find the details of these measures by clicking on the links on the Commission website. The updates can be found under: https://ec.europa.eu/competition/state_aid/what_is_new/State_aid_decisions_TF_and_107_2_b.pdf

There are also updates on measures proposed and taken in the EU to mitigate the economic and social effects of COVID-19. This too is regularly updated; however, it does not give as precise information as the list with the approved measures. National measures

Many measures are at present only available at national level. The associations should be able to provide updates at national level. Most relevant are those that consider HVACR as an essential activity, with or without limits so that manufacturers can continue to produce. There may also be specifications for installers and related professions. In the worst case some countries or regions may impose closure of factories.

Specific rules regarding temporary unemployment and support schemes would be available in many countries.

Internal Market

The preservation of the Internal Market is crucial for the Commission. With a communication issued on 16 March the Commission has requested that the Member States preserve the free circulation of all goods Most, if not all obstacles regarding circulation of goods that were introduced by Member States at the outbreak of the crisis should by now have been removed. Any newly planned transport-related restrictions should be notified to the Commission and to all other Member States. Restrictions may apply to persons for health-related motives.

Product regulation (e.g. Ecodesign or Energy Labelling) are an integral part of the Internal Market.

In discussion about the industrial recovery plans the Commission has stated that globalisation may have gone too far in certain areas and that it might be appropriate to act more locally. Measures to protect industry, specially SMEs from takeovers or mergers, may get introduced at national level.

The European Commission is coordinating the efforts but relies on the Member States for the actual implementation.

Research

The EU funding made available for corona-related research does not refer to any HVACR related item.

Recommended Actions

Manufacturers and associations are recommended to keep themselves informed about the measures taken at national level.
