Combination of energy labels: Local Space Heaters, Air Conditioners and Heat Pumps (GEN – 997.00)

GEN – 997.00. To facilitate the comparison of different technologies with the same application, the consultant for the Review Studies proposes introducing the same Energy Efficiency classes for the appliances in the scope of Regulation (EU) 2015/1186 ‘Local Space Heaters’ and Regulation (EU) 626/2011 ‘Air Conditioners’. The stakeholders for Local Space Heaters met on 6 February to give an overview of different views on the proposal.

Local Space Heaters stakeholder meeting

The consultant has published the draft minutes on the project website https://www.eco-localspaceheaters.eu/documents and is looking for comments by 28 February.

These minutes do not provide information regarding the background for merging energy labels.

Eurovent is only concerned by the combination of the energy labels. The pages 13 and 14 of the draft minutes give an overview of different opinions. However, there is no conclusion. A major remark is that not all industries that would be subject to the consequences of the merger are maybe not aware. The review study for air conditioners has ended.

Viegand Maagøe A/S and Armines carried out and finalised the Review Study for Air Conditioners in May 2018. The stakeholders for Air Conditioners were informed about the merger, but as the study was completed, no stakeholder meeting is/was scheduled.

Comments on the merging of energy labels

The proposal regarding the merging was released on 25 January (GEN – 990.01).

Up to 8 March 2019, comments can be sent by e-mail to Ms Mette Rames, Project Manager of the Review Study of the Ecodesign Regulation for Local Space Heaters (mra@viegandmaagoe.dk), or Ms Baijia Huang, Project Manager of the Review Study of the Ecodesign and Energy Labelling Regulations for Air Conditioners (bhu@viegandmaagoe.dk).

Recommended Actions

Because many manufacturers may not have yet read or understood the consequences of comparing different technologies with the same or similar application, Eurovent recommends to read the proposal and provide comments to both Project Managers.
