GEN – 1027.00. The consultant Viegand Maagøe has handed over the final report on 15 May 2019. The file and next steps will now be handled by the Commission. At the request of air curtain manufacturers, air curtains were included and studied by the consultant. It was concluded that they are not used to heat spaces, but to separate the climate between spaces, and, as a result, should not be further considered for the revision of the Regulation.
Review study
The final report counts 267 pages and concludes that the Regulation is meeting the saving objectives, but it may be appropriate to render these more stringent to meet environmental targets.
It is also noted that market surveillance is limited, and that the (future) EPREL database could reduce market surveillance costs. It is mentioned that this cost saving could be used to test products.
The consultant has handed the study to the Commission, which has tentatively scheduled the meeting of the Consultation Forum on 3 July 2019.
Air curtains
As air curtains are not considered as space heaters, they would not figure in the revised Regulation. The report however makes for interesting reading and contains elements that could be useful to air curtain manufacturers in future.
To note
Third-party conformity assessment
The consultant has also drafted a 63-page report on this issue. This has been described within GEN – 1026.00.
Combination of Energy Labelling with air conditioning and heat pumps
Even though reference is made to other Regulations dealing with space heating, the study does not mention the combination of Energy Labels of local space heaters, air conditioners, and heat pumps.
This proposal was made by the same consultant and is expected to be part of the Consultation Forum dealing with the revision of the Air Conditioner Regulation.
As mentioned above, the Consultation Forum on local space heaters is intended to take place on 3 July 2019. The Consultation Forum on air conditioners is scheduled for 2 July 2019. It is not known if the combination of Energy Labels would be part of the Consultation Forum on the rescaling of labelling, which is tentatively scheduled for 14 June 2019.
Recommendation
In view of the two notes, it may prove useful for manufacturers that would be concerned to take note of the review study.
Manufacturers of air conditioners can consider the contents as input for possible future activities, for example if they would be interested in being included in the next Ecodesign Work Plan.
