GEN – 914.00. On a monthly basis, the Eurovent Team compiles a global overview of the latest developments concerning new standardisation activities and technical regulations of relevance for the HVACR industry. Our Notifications allow members to be prepare for developments that can have an impact on them and their products.


The application of the 2015/1535/EU (previously Directive98/34/EC Directive) has also been extended to new standardisation work undertaken by National Standard Bodies (AENOR, AFNOR, DIN, UNI, …) at national level. These notifications are registered centrally by the CEN Management Centre. A ‘Monthly Notifications Register’ is circulated in English to CEN Members and the European Commission. The National Standard Body generally provides the relevant associations with a copy of these updates.

Scope: This standard includes general rules for structural characteristics, management and technical equipment of consultancy services.

Title: Energy performance of buildings – Method for calculation of system energy requirements and system efficiencies – Electrical energy storage, Module M13.1
Scope: The purpose of this technical specification is to provide a calculation method for modeling the behaviour of an on-site electrical energy storage system in the calculation of the energy performance of buildings. In this technical specification, a calculation method is provided on a monthly basis as well  as on an hourly basis (dynamic method). The present technical specification has as input data the producibility of an electrical energy production plant and the overall electrical requirements of the building, as well as the characteristic performance data of the storage. It has as calculation results the electricity produced and immediately used to cover the needs of the building, the accumulated electrical energy, the energy accumulated and then used to cover the needs of the building, the electricity which must be imported to cover the building needs and the electricityexported.This technical specification applies to all types of storage systems (acid lead, lithium ion, etc.). The present technical specification applies only to one-way accumulation systems, able toaccumulate only the energy coming from in-situ production plants and not the one coming from an electrical network outside the building. This technical specification does not apply to the UPS.

Title: Thermal energy – Validation of measurement values
Scope: The standard specifies methods for validation of measurements from thermal energymeters, assessment of the plausibility of the measurement, and calculations of the expected measurement in the absence of correct measurements. The standard does not include technical demands on thermal energy meters. The standard is applicable to suppliers and consumers of thermal energy, as well as suppliers of measuring equipment and software for measurement.

Title: Premises intended for the positioning of steam boilers and/or super-heated water generators and ancillary equipment
Scope: The technical report provides information on the characteristics of the premises where steam boilers and/or super-heated water generators, including any ancillary equipment, are located, considering the risk deriving from pressure operation. It shall apply to enclosed and, where relevant, open spaces where generators are located. The technical report does not cover the premises in which they are located:

  • Generators with a maximum allowable pressure (PS) not exceeding 0,5 bar
  • Generators whose total volume does not exceed 25 litres and whose maximum allowable pressure does not exceed 32 bar
  • Team boilers and/or super-heated water generators for which the product of allowable pressure and the total volume does not exceed 300 bar x L and the pressure does not exceed 10 bar
  • Generators with a volume less than or equal to 5 litres regardless of the PS value, and in any case generators with a rated capacity not exceeding 35 kW, provided that they are in stalled individuall y and not in batteries

Technical Regulations

The 2015/1535/EU Directive compels the Member States to notify to the Commission and to each other all the draft technical regulations concerning products. The aim of this procedure is to avoid creation of unjustified barriers between Member States. These regulations may be found under: http://ec.europa.eu/growth/tools-databases/tris/en/

Member States have three months to introduce comments or detailed opinions. Detailed opinions extend the status quo period by three months and oblige the issuing member state to argue on their legislation.

National Standards of the P.R.C. ‘Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Air Cleaners’ (11 pages, Chinese) 




1. The International Electrotechnical Commission (IEC) test standard IEC 60034-2-1:2014, Rotating electrical machines – Part 2-1: Standard methods for determining losses and efficiency from tests (excluding machines for traction vehicles). 
2. The Energy Efficiency (Energy Using Products) Regulations 2002 (the Regulations).

Recommended Actions

Manufacturers producing these products or active in these countries are recommended to check the contents of these proposals. 

If necessary, the Eurovent Association can react or file a WTO complaint.
