GEN – 1096.00. On a monthly basis, the Eurovent Team compiles a global overview of the latest developments concerning new standardisation activities and technical regulations of relevance for the HVACR industry. Our Notifications allow members to be prepared for developments that can have an impact on them and their products.

The application of the Directive 2015/1535/EU (previously Directive 98/34/EC) has also been extended to new standardisation work undertaken by National Standards Bodies (AENOR, AFNOR, DIN, UNI, etc.) at national level. These notifications are registered centrally by the CEN Management Centre. A ‘Monthly Notifications Register’ is circulated in English to CEN Members and the European Commission. The National Standard Body provides the relevant associations with a copy of these updates.

The February 2020 ‘Monthly Notifications Register’ included the following issues of relevance:

Country: Austria
National Ref: ÖNORM B 1801-1
Title: Project and object management in construction – Part 1: Object construction
Scope: This Austrian Standard is applicable to planning and structuring of quality, costs, deadlines as well as for the classification of documentation for construction activities during the phases of conception, planning and installation. The action area quality includes quality and quantity; costs cover costs and financing; deadlines involve dates and resources. Quality, costs and deadlines are discussed in this Austrian Standard. For the planning and structuring of processing of quantity, funding and resources relevant existing standards and guidelines shall apply. The planning and structuring system in this Austrian Standard and the explained classification systems focus primarily the field of building construction. To meet specific requirements of individual construction segments (eg. traffic infrastructure) additions and adjustments of the planning system and structure systems are allowed.

Country: Austria
National Ref: ÖNORM B 1801-6
Title: Project and object management in construction – Part 6: Facilities labelling system
Scope: This Austrian Standard regulates the function, product and location-related marking of technical objects and their documentation in the area of buildings, including technical building equipment. It specifies rules for structuring and specifies code letter tables for various flag blocks and respective outline levels. It specifies the specifications for the unique identification of a plant.

Country: France
National Ref: PR NF E 04-008
Title: Geometrical Product Specifications (GPS) – Tolerance allocation method, indications and acceptance criteria – Methods based on arithmetic, quadratic, semi-quadratic and inertial statistics

Country: France
National Ref: PR NF E10-100-1
Title: Geometrical product specification (GPS) – Dimensional measuring methods – Part 1: General conditions of measurement

Country: France
National Ref: NF X15-140
Title: Measurement of air moisture – Climatic and thermostatic chambers – Characterisation and verification

Country: Germany
National Ref: 06235857
Title: Thermal analysis (TA) – Vocabulary; Text in German and English

Country: Italy
National Ref: UNI1606262
Title: Non-regulated professions. Energy management experts. Knowledge, skill and responsibility and autonomy requirements
Scope: This standard defines general requirements and procedures for the qualification of energy management experts, by the definition of activities, competences and testing modality for the competences.

Country: France
National Ref: PR NF P52-001
Title: Safety valves for heating installations – General technical specifications

Country: France
National Ref: PR NF E86-257
Title: Vertical cylindrical storage tanks – General characteristics

Country: Germany
National Ref: 12102893
Title: Tabular layouts of properties – Part 102: Data exchange for tabular layouts of properties with XML schema

Country: Italy
National Ref: UNI1607478
Title: Aeraulic systems for air conditioning and ventilation – Part 1: Classification and requirements of systems and components
Scope: The UNI 10339 series concerns air conditioning systems for air conditioning intended to protect health and improve the comfort of people in buildings. It therefore applies to aeraulic systems installed both in residential buildings and environments and in non-residential buildings and environments; the standard does not consider industrial buildings and environments in which air conditioning has process purposes.

Part 1 of UNI 10339 indicates and defines:

  1. Purposes pursued and functions performed
  2. Types and classification
  3. Adoption and characteristics (of components, plant parts and plant systems) required for the purposes of air quality and indoor environment
  4. Adoption and characteristics (of components, plant parts and plant systems) required for energy efficiency purposes

Relatedness: National: REV/AMD UNI 10339:1995

Country: France
National Ref: PR NF E29-135
Title: Shut-off gas valves, low pressure – Manually operated ball valves and closed bottom taper plug valves for gas installations for building – Maximum working pressure below or equal to 0,5 bar

Country: Italy
National Ref: UNI1607465
Title: Building acoustics – Acoustic classification of building units – Evaluation procedure and in situ verification
Scope: The UNI 11367 standard defines, with reference to some acoustic performance requirements of buildings, the criteria for their measurement and evaluation. On this basis, the standard also establishes an acoustic classification method (with reference to each of the requirements), for the entire property unit (except for certain types). This method allows, when possible, also a synthetic evaluation (with a single descriptor index) of the set of requirements per property unit.
Relatedness: National: REV/AMD UNI 11367:2010

Title: Ships and marine technology – Dimensioning for air condition and air ventilation plants for accommodation on ships

Technical Regulations

The 2015/1535/EU Directive compels the Member States to notify to the Commission and to each other all the draft technical regulations concerning products. The aim of this procedure is to avoid creation of unjustified barriers between Member States. Sometimes, these notifications appear quite late within the database. These regulations may be found under: https://ec.europa.eu/growth/tools-databases/tris/en/

Interested parties (companies, associations, individuals) can send their comments directly to the European Commission, DG Growth, unit B2 ‘Prevention of technical barriers’. This should happen within 4 weeks of the publication of the notification so that DG Grow can study the issue and decide on action. The mail should be addressed to Mr Casella Giuseppe, Head of Unit).

The list with national contact points (incomplete and with regular changes) can be found at http://ec.europa.eu/growth/single-market/goods/free-movement-sectors/mutual-recognition/contacts-list_en.

The Commission and Member States have three months to introduce comments or detailed opinions.

Detailed opinions extend the status quo period by three months and oblige the issuing Member State to argue on their legislation and to explain the action that it intends to take in response to the detailed opinion.

In the case of comments, only a clarification on the interpretation of the notified text is required. The Member State concerned shall take comments into account as far as possible. The impact of comments is therefore limited.

It is to be noted that the Commission can block a draft for a period of 12 to 18 months if European Union harmonisation work is to be undertaken or is already underway in the same field.
