GEN – 1233.00. On a monthly basis, the Eurovent Team compiles a global overview of the latest developments concerning new standardisation activities and technical regulations of relevance for the HVACR industry. Our Notifications allow members to be prepared for developments that can have an impact on them and their products.


The application of the Directive 2015/1535/EU (previously Directive 98/34/EC) has also been extended to new standardisation work undertaken by National Standards Bodies (AENOR, AFNOR, DIN, UNI, etc.) at national level. These notifications are registered centrally by the CEN Management Centre. A ‘Monthly Notifications Register’ is circulated in English to CEN Members and the European Commission. The National Standard Body provides the relevant associations with a copy of these updates.

Title: Project, programme and portfolio management – Context and concepts
Scope: This international standard describes the organisational context and underlying concepts for undertaking project, programme and portfolio management. It also provides guidance for organisations to adopt or improve project, programme and portfolio management using the ISO 21500 family of standards.

Title: Indoor Air Quality – Handling of aerosols
Scope: Management of the indoor climate with regard to hazards from bioaerosols with regard to room use, air currents through air supply and distribution through free ventilation and technical ventilation systems, as well as through convection, deposition and diffusion. Standardisation of the approach with regards to the concentration of air pollutants and their reference values, data acquisition, evaluation and output of measured emission values. The indoor climate is influenced by the temperature, relative humidity, air movements and air exchange, which depend on the ambient conditions, but largely on the intended use. The movement of airborne particles in indoor spaces is less caused by deposition (sedimentation processes) and diffusion (physical distribution) than by air currents due to the air supply and distribution when windows and doors are opened (‘free’ air), via technical ventilation systems (air conditioning and ventilation systems), but also defined and influenced by temperature differences (convection). A wide range of substances can enter indoor air from a wide variety of sources. For this reason, it is not possible to generate a comprehensive overall view of indoor air quality by looking at a substance individually. A meaningful assessment of indoor air must always be based on an overall view of all pollutant sources and substances. One of the most important indoor pollutant groups are particles that are referred to as ‘aerosol particles’ above a certain size (smaller than about 5 μm). These particles act as carriers of chemical substances in the nano range but can also be carriers of viruses in the presence of people.

Title: Asseveration procedure for the Building Automation and Control System in accordance with UNI EN 15232-1
Scope: The technical specification provides the asseveration procedure for the Building Automation and Control System (BACS) as defined in the UNI EN 15232-1. The asseveration allows to verify the compliance of the system, as realised, to a BACS efficiency class (A, B, C e D) for residential and non-residential buildings.

Title: Fire safety in buildings – Smoke and heat exhaust ventilation systems – Quality and design requirements
Scope: NEN 6093 contains a calculation model, design guidelines and implementing directives for the construction of smoke and heat exhaust ventilation systems.

Title: Specification texts for building, construction and installations – Part V: Ventilation and air conditioning systems
Scope: This document applies to ducts and air handling equipment and other equipment for ventilation systems, as well as regulations for ventilation installations.

Standardisation China

SESEC – Seconded European Standardisation Expert in China

Since 2006, the exchange on Chinese standardisation started with a seconded European Expert Present in China. The objective has been to raise awareness on European standardisation and to act as a bridge to Chinese standardisation. The SESEC project has been funded by the European Commission DG Grow and is now in its fourth phase.

It may be noted that in April 2021 the overall Chines objectives intended to intensify the standardisation cooperation mechanism in Northeast Asia and between China and Russia, China and Germany, and China and the UK.  It also intends to extend cooperation to other regions: Pakistan, Costa Rica, African Regional Standards Organisation, Pacific Area Standards Congress (PASC), APEC Sub-Committee for Standards and Conformance (SCSC), Pan American Standards Commission (COPANT). It also mentions a broadening of cooperation with regional standards organisations in Europe and Arab states of the Gulf.

Technical Regulations

The 2015/1535/EU Directive compels the Member States to notify to the Commission and to each other all the draft technical regulations concerning products. The aim of this procedure is to avoid creation of unjustified barriers between Member States. Sometimes, these notifications appear quite late within the database. These regulations may be found under: https://ec.europa.eu/growth/tools-databases/tris/en/

Interested parties (companies, associations, individuals) can send their comments directly to the European Commission, DG Growth, unit B2 ‘Prevention of technical barriers’. This should happen within 4 weeks of the publication of the notification so that DG Grow can study the issue and decide on action. The mail should be addressed to Mr Casella Giuseppe, Head of Unit).

The Commission website has been updated and now includes the details of the national contact persons (name, email, phone*), thus making it easier to liaise with them:


*For Austria, Latvia and the Netherlands only the relevant authority is given, but without the details of the contact person.

The Commission and Member States have three months to introduce comments or detailed opinions.

Detailed opinions extend the status quo period by three months and oblige the issuing Member State to argue on their legislation and to explain the action that it intends to take in response to the detailed opinion.

In the case of comments, only a clarification on the interpretation of the notified text is required. The Member State concerned shall take comments into account as far as possible. The impact of comments is therefore limited.

It is to be noted that the Commission can block a draft for a period of 12-18 months if European Union harmonisation work is to be undertaken or is already underway in the same field.
