GEN – 1207.00. This report was launched by the European Parliament (EP) ENVI Committee in response to the European Commission (EC) Communication of March 2020. This non-binding report provides for policy recommendations to achieve a carbon-neutral circular economy by 2050.

Key recommendations of the EP towards the EC

The EP is asking the EC to introduce circularity indicators already in 2021.

This should be achieved under the Sustainable Products Policy including:

  • Setting horizontal sustainability principles and product-specific standards on durability, reusability, remanufacturing, recyclability, resource and material efficiency
  • Extending the scope of the Ecodesign Directive to non-energy related products
  • Binding 2030 targets for materials use and consumption footprint on each product category placed on the EU market are advocated together with binding targets for recycled content that should not put at risk the performance and safety of products.

Of note is that the circular economy principles should find their way in the Member States’ National Recovery Plans and the Renovation Wave initiative. In the latter the focus would lie on prolonging the lifetime of buildings as opposed to demolition and new construction to increase environmental gains.

Conclusions

While the EP Own Initiative Report is non-binding. It is general but more ambitious that the CEAP of the European Commission. It does provide a pointer for future developments that are already under way and that will be realised once the different Sustainable Product Policies are in place.

One may also note that the Member States are asked to implement article 8a (1) of the Waste Framework Directive that will with time define more in detail the producer responsibility. With time this will have an impact on possible recovery and recyclability of HVACR equipment when buildings are demolished or refurbished.

Recommended actions

At present the manufacturers should closely watch the developments regarding the revision of the Ecodesign methodology (MEErP), the standard series EN 4555x and keep an eye on national or regional developments regarding waste treatment.

The members are encouraged to participate to the public consultation on the Sustainable Products Initiative that would start in the coming weeks.
