GEN – 1019.00. Under the IED and the Directive on Integrated Pollution Prevention and Control 2008/1/EC (IPPC), a set of the Best Available Techniques (BAT) reference documents, the so-called BREFs, have been developed. The BREF on industrial cooling dates from 2001, the one on energy efficiency from 2009. It is possible that these would be subject to a review.
Second BREF review cycle
Currently, eight BREF documents are being reviewed.
In 2017, during the meetings under the IED, the possible review of the BREF on industrial cooling was mentioned. This review did not start.
It is useful to remember that the Eurovent Product Group ‘Evaporative Cooling Equipment’ contributed in the late 1990s and up to publication in 2001 to the realisation of the BREF on industrial cooling.
Later this year, under the ‘IED Article 13 Forum’ a stakeholder workshop could be held. This workshop will focus on priorities to be addressed in a new BREF review cycle.
In the preparation for this workshop it is mentioned: “It would also allow more detailed discussion on if, and when, the two other BREFs on Energy Efficiency (ENE BREF) and Industrial Cooling Systems (ICS BREF) should be reviewed.”
Because the development and review of BREFs are not advancing at rapid pace and have not yet restarted in the sphere of Eurovent, it is not necessary to act.
In case the BREF for industrial cooling would restart, the Product Groups dealing with this subject will need to treat this.
