GEN – 1001.00. In the context of better regulation on F-Gas quota, the Commission is collecting feedback of all interested parties within 4 weeks. The consultation is open until 20 March 2019, and the provided feedback will be considered for finalising the regulation.

Electronic registry for quota

The European Commission has launched a public consultation until 20 March 2019 on the draft Implementing Regulation ensuring the smooth functioning of the electronic registry for quotas for placing hydrofluorocarbons on the market. The draft regulation lays down general, operational requirements for registration in the central electronic registry to manage quotas for the placing of hydrofluorocarbons on the market. It also includes reporting, also for equipment placed on the market charged with hydrofluorocarbons.

Exemption of exported pre-charged equipment from the quota

At present, pre-charged appliances exported outside the EU are included in the quota system. The consequence is these exports reduce the quota available in Europe. This issue has been discussed at national and European level since early 2016.

DG Clima, responsible for the F-Gas Regulation, has up to now refused to modify the interpretation of products covered by the quota.

During a meeting on 10 January 2019, DG Grow recommended that the interested associations address the Commissioner. Eurovent, together with APPLiA, EHI, EHPA and EPEE, are co-writing a letter addressed to the Commissioner Timmermans to take out pre-charged equipment from the quota. The draft letter is enclosed.
