Eurovent Information Bulletin (Issue 39, 4/2020) published (GEN – 1174.00)

GEN – 1174.00. In cooperation with Orgalim, the Eurovent Team regularly provides you with an in-depth overview on all European legislative developments of relevance for the HVACR sector. The Bulletin provides for a hands-on compendium allowing the industry to assess the status quo and expected future developments. In addition to recent sector specific issues, our Team has summarised some of the key takeaways within this article.

Highlights

The issues listed below are sometimes subject to postponements due to the COVID-19 outbreak.

EU Recovery Plan

The amounts agreed are 750bn EUR for the Recovery Plan Package (including the Next Generation Recovery and Resilience Facility, 2021-2023) and 1.074,3bn EUR for the Multiannual Financial Framework MFF (2c21-2027). 30% of these expenditures will target climate-related projects.

Member States must prepare national recovery and resilience plans for the years 2021-23 and this before 30 April 2021. The guidance document encourages Member States to spend at least 37% of their funds on green investments, and a minimum of 20% on digital

RoHS2 Directive

The evaluation report on the RoHS Directive is expected in the next weeks. The European Commission will publish its conclusions, including options to revise the legislation.

Circular Economy Policy

In light of the European Green Deal and the Circular Economy Action Plan, the Commission announced a Sustainable Product Policy. This policy aims at increasing producers’ incentives to make products more sustainable, durable and circular with requirements linked to environmental and social aspects. The policy intends to increase the digitalisation of product information. The scope the Ecodesign Directive would be widened.

National Energy and Climate Plans

The Commission will publish staff working documents with individual assessments and guidelines for each NECP and will assist Member States through bilateral or regional engagements and technical exchanges. In the context of the mid-2021 revision of the energy and climate legislation, the Commission will also review the Energy Governance Regulation and Member States will update and revise their NECPs in 2023 in order to reflect the higher GHG emissions reduction ambitions for 2030 announced in the 2030 Climate Target Plan.
