European Roadmaps and Consultations (GEN – 1183.00)

GEN – 1183.00. Ongoing European activities related to the HVACR industry – updateThe European Consultations start with a ‘Roadmap/Inception Impact Assessment’ followed by a ‘Public Consultation’. The Roadmap looks for general comments of the interested persons and stakeholders. The Consultation is the second phase and consists of detailed questionnaires. The industry benefits from responding to these Consultations.

Eurovent input to recent Roadmaps and Consultations

Up to now, and at the request of Product Groups, a Task Force was set up to accompany the review of the F-Gas Regulation. The Eurovent Product Group ‘Commercial Refrigeration Equipment’ (PG-RDC) provided elements to develop an input for the Farm to Fork Strategy.

Providing input at these early stages is important for the industry because the inputs co-define the boundaries for the development of legislation.

Below is an overview of the ongoing Roadmaps/Inception Impact Assessments and Public Consultations.

Upcoming Consultations

At present, there are 1.878 consultations by the European Commission on the revision of existing and ideas for new legislation. Of these, the following are relevant to the HVACR industry:

EU energy efficiency directive (EED) – Evaluation and review

EU renewable energy rules – Review

Climate change – Updating the EU emissions trading system (ETS)

National emissions reduction targets (Effort Sharing Regulation) – review based on 2030 climate target plan

State aid protection and energy – revised guidelines

EU Action Plan Towards a Zero Pollution Ambition for air, water and soil

New (8th) Environment Action Programme – supporting the European Green Deal

Sustainable corporate governance

Electromagnetic compatibility – evaluation of the EU rules

Reducing packaging waste – review of rules

Fluorinated greenhouse gases – review of EU rules (2015-20)

 Environmental Performance of Products & Businesses – Substantiating Claims

Construction Products – Review of EU rules

Recommended actions

Where appropriate, Eurovent sets up Task Forces to prepare input to Roadmaps and Consultations. As it may not always be possible to agree on a common input, the Member Associations and manufacturers are recommended to respond to these roadmaps and consultations as well.

The overall view is that these inputs should go in the same direction and therefore strengthen the input provided by the Eurovent Secretariat.
