GEN – 1132.00. The consortium in charge of the preparatory study for the Ecodesign and Energy Labelling Working Plan 2020-2024 has published draft reports for Task 2 and Task 3 ahead of the stakeholder meeting scheduled for 10 July 2020. The reports deal with the identification and preliminary analysis of product groups and horizontal measures to be considered for inclusion in the Working Plan. Air curtains were included in Task 3. In terms of horizontal measures, circular economy aspects were included.
Background
The Ecodesign and Energy Labelling Working Plan 2020-2024 will set out the list of products and horizontal measures that are a priority for new or revised Ecodesign or Energy Labelling implementing regulations in the period 2020-2024. The preparatory study identifies and prioritises products and horizontal measures based on an analysis of sales, stock, resources consumption, improvements potential, environmental impacts, regulatory coverage, feasibility, market surveillance impact, and industrial competitiveness. The preparatory study should also ensure thorough consultation of relevant stakeholders.
Task 2 and 3 draft reports
The draft reports for Task 2 and Task 3 were published. Task 3 provides a preliminary analysis of the short-listed product groups and horizontal measures.
Eurovent requested the inclusion of air curtains and cooling towers in the preparatory study. Air curtains were short-listed, and a preliminary analysis was included in Task 3 based on the input from Eurovent. Cooling towers did not make the short list and were hence not analysed in Task 3.
The draft report has an increased focus on energy-related (rather than energy-consuming) product groups that would enable potential energy savings at the system level. For example, it analyses radiators and low temperature emitters.
In addition, the draft report focusses on circular economy aspects, including analyses of lightweight design, post-consumer recycled content and ecological profiles.
Next steps
The first stakeholder meeting will take place on 10 July 2020, focusing on Tasks 2 and 3. Eurovent will attend the meeting and advocate for the inclusion of cooling towers, providing additional supporting evidence to the study consortium if needed. Any feedback from members can be presented during the stakeholder meeting as well.
A second stakeholder meeting is expected to take place in October or November 2020. It is expected that there would be limited scope to modify the final draft reports by the second stakeholder meeting.

Manufacturers of air curtains are recommended to read the preliminary analysis of air curtains in the Task 3 draft report. Any feedback submitted to the Eurovent Secretariat before 5 July can be forwarded to the study consortium ahead of the stakeholder meeting.
Manufacturers of cooling towers should be aware that cooling towers were not included in Task 3. Any additional evidence in support of the inclusion of cooling towers submitted to the Eurovent Secretariat before 5 July can be forwarded to the study consortium ahead of the stakeholder meeting.
All manufacturers are strongly urged to take note of the circular economy aspects analysed in the Task 3 draft report. It is expected that circular economy aspects will play a much more important role in new and revised ecodesign and energy labelling implementing measures.
