On 14 July 2021, the European Commission published a proposal for a recast Energy Efficiency Directive (EDD). The Council and Parliament adopted their negotiating positions in the summer of 2022. An interinstitutional agreement was found in March 2023, aiming to reduce final energy consumption at EU level by 11.7% in 2030. Member States will benefit from flexibilities in reaching the target.
The recast EED should be published and enter into force in the summer of 2023, after which it must be transposed into national law by the Member States.
